I don't think Image has any plans to offer subscriptions. Plus, the Top Cow subscription service isn't very flexible. You can't just subscribe to one title. You gotta subscribe to Witchblade, The Darkness, and Artifacts -- all three, for either 6 or 12 months.

There are just too many variables for Image to offer subscriptions to their titles.

Top Cow will always keep those 3 titles going since they are not creator owned.

I could see individual creators offering their books on their websites to fans for a sub fee.

They could, but that's a lot of work for no money. We'd have to box up and ship our books to fans each month, and unless we charged MORE for subscriptions, it'd be time better spent writing or drawing. There are plenty of online retailers that offer subscriptions.
