I loved the Scooby cover too, I asked James Lowder about it...

The credit for the Scooby cover belongs entirely to Matt Merhoff. Matt took the basic pitch I’d written for the issue, pretty much an early draft of the plot summary that would eventually run in Previews, and came up with the Scooby-Doo riff. He got exactly what I was after for tone without me giving him more info than that. The cover is perfect for the issue, right down to Brendon Joyce looming in the background in that big portrait. It is indeed genius.
