Not speaking for Image -- but yes, in all likelihood most fonts you'd be using in an Image title will have agreement terms (usually packaged with the fonts) which require you to obtain licenses in the event of commercial use. It's the responsibility of the creator to make sure things are on the up and up -- but it's kind of something that nobody needs to worry about until they've had a pitch accepted.
With Blambot specifically -- their free fonts only require license fees if the fonts are being published in a book from a mainstream publisher. Small press books are allowed to use the free fonts without paying licensing fees.
So, just as an example, if I had a pitch that Image rejected and I opted instead to self-publish (or otherwise publish the book through a smaller publisher), those free fonts would stay free. If my pitch was accepted -- then that
would be the time to acquire licenses for whichever fonts needed them.
