Why Spawn #99?

Looks like this is one of those 1 in ??? variants. My comic store has the Dragon tribute listed at $15, the Youngblood at $30.

"riginally the homage covers were incentives for ordering certain amounts of the issue, but Image have had a change of heart, and now the colour versions of all three covers can be ordered in any amount, with the black-and-white versions at 1:25 (Savage Dragon), 1:50 (Youngblood) and 1:75 (Spawn) ratios. So everyone gets the colour cover that they want."

so what is the order number for these I would like all three color. the sketch id like but not made of money....
